What Is HB392 Zero Base Budget for State Agencies?

Periodically, state agencies should undergo a thorough audit procedure know as “Zero-Base Budgeting.” Justifying every line-item of State Department and Division budgets assists in perpetual efficiency…something every taxpayer deserves.

Craig,
As you may remember, I have come to State Government employ after a successful, private sector, entrepenurial run of ten years in my profession. I am now with the Utah Department of Corrections Clinical Services Bureau (CSB). The CSB has undergone at least 3 audits I know of to determine their efficiency (should they be privatized). One in-house audit (sponsored by the Department of Corrections ) was just completed. The results were not shocking to those in the CSB. We may just be the most efficient sector of State Government. Our recent National Commission on Correctional Health Care audit was another resounding success. In fact, using the private sector skills acquired, my department has improved upon it’s bench marks in every category with a 25% decrease in workforce. In the private sector I would be experiencing a meteroic rise to upper management with a hefty production bonus and/or raise (along with others who have done the same at the CSB). Sometimes, government can do it better, more efficiently. Yet SB 43, SB 63, SB 94 are going to do the reverse of what should happen in any normal work envirvonment found in the private sector. I feel a more careful and measured approach should be considered in this area than what has been done so far. When these bills come to you, I hope you will consider what your vote will do. I also would appeal to your sense of history and look to see if the State has ever taken money from the pension plan (any plan I sponsored as an employer strictly prohibited my tampering with retirement funds). If so, is it right to continue to take from the employees of this State? I also would appeal to your sense of integrity and if you feel that it is right to vote yes for these bills that you will also introduce language that would make them accountable to all State employees, ie. elected officials.
