These city’s have done nothing more then exercise their right of self determination. Yes they are suffering because of it, But I am sure their are plenty of examples of city’s suffering due to water projects, road projects, Building projects, and other facility’s projects as well.
The state legislature has put huge road blocks in the way of these city’s to prevent them from exercising their right of self determination in the form of the outlandish bonding rules, and 1st party retail service ban. I am sure most revenue generating utility projects would end up hitting the tax payer as well if they where under the same rules.
